This young girl has got water baptised at 8 years of age, and has received the Holy Spirit and is speaking in tongues as well.
Nobody can limit Holy Spirit and His work in the body of Christ. There is no age boundary and no qualification to receive Holy Spirit.
It is a wonderful way the Lord is working in the life of this little one and may God bless her parents who are training her in the way of the Lord.
